How do I accept the Minecraft EULA?
Accept Mojang’s terms in the options or in the eula.txt file.
An official Java server will not start until the EULA is accepted. Read the Mojang terms before changing the value.
Step-by-step procedure

Start for the first time
The first startup generates eula.txt, then stops with a message in the console.

Open Options or Files
Use the EULA option when offered, otherwise open eula.txt in the file manager.

Change value
Change eula=false to eula=true, then save.

Restart
Return to the console and start the server. Initial world generation can take several minutes.
